Should the NRL ist Parramatta in funds with poaching Quade Cooper to League?

I was reading in the paper today that Parra only has 500 000 dollars left in the salary cap for next year and Cooper wants 600 000 dollars. Would it be necessary to poach Cooper to the NRL or would it be a waste of money?
