Police Radar Scramblers?

I want to buy a police radar scrambler, and I found the website www.rockymountainradar.com and Im not sure what all the technical terms mean, and Im not sure if police scramblers even work. I would pay $200 for one, but not sure what to buy and what brands are good. Do they work and what brand should I purchase? Help me out!
