Is it okay for a shelther to do that?

I'm homeless and going to clloge and going to a CNA program at the same time. Catholic social service in New Bedford Machusetts is forcing me to go and fill an application for Section 8.I don't want to and now they are talking to kick me out of the shelther. I told them let me move on in my own once I have a job in the cna field. They refuse and ready to kick me out in the cold and they don't allow people to come back. What should I do because i don't want my name on any government paper list and if I don't fill the application i'm out of the shelther.
