One of my rats is dragging the other, suddenly more timid rat. What is going on with these two?

This is a nesting instinct. Rats sometimes drag each other into nesting areas out of maternal instinct. You could separate them temporarily till she calms down or move the nesting box to a higher plateau that will make it harder to drag the other in, discouraging any more occurrences.
